When you upload an animated GIF to Scratch the frames are automatically converted into costumes.
Pivot Animator allows you to export as an animated GIF so yes, use it in Scratch, but limit it the GIF to 100 frames or you may run into problems uploading it. You can use multiple sprites to display long GIFs.
